BEAD Subgrantee Selection

The Broadband Equity, Access, and Deployment (BEAD) program provides $1.53 billion from the National Telecommunications and Information Administration (NTIA) to North Carolina for last-mile broadband deployment. Our Subgrantee Selection Process allows us to select last-mile broadband deployment projects for BEAD-eligible locations unserved and underserved with broadband service, as well as for service to eligible Community Anchor Institutions.  

The subgrantee selection processes are described in North Carolina’s Initial Proposal Volume 2. We submitted a letter to the NTIA on June 27, to request a correction of Volume 2 to conform with June 6 BEAD Restructuring Policy Notice and received approval on July 7. Additionally, we have modified other processes within Volume 2 to comply with the new BEAD restructuring requirements.  

After preliminarily assigning awards for as many broadband serviceable locations as possible across the state, we will submit award recommendations to the NTIA as part of our Final Proposal. The Final Proposal will be posted for a seven-day public comment period on Aug. 27, and public comments may be incorporated before we submit the Final Proposal to NTIA on Sept. 4. NTIA will subsequently complete its review within 90 calendar days. Tentative project awards require approval by the NTIA before contracting.
