BEAD Eligible Locations
The final BEAD-eligible unserved and underserved Broadband Serviceable Locations for North Carolina are provided in an online interactive map (NC BEAD Planning Tool) published on NC One Map. These locations are derived from Version 4 of the fabric for the FCC’s Broadband Data Collection and can be viewed in the map or as a data download. The planning tool also includes eligible Community Anchor Institutions.
An updated data set was submitted on June 27 to NTIA for approval prior to subgrantee selection.
The final data set for BEAD includes:
103,760 eligible Broadband Serviceable Locations (56,088 unserved and 47,672 underserved locations)
1,076 eligible Community Anchor Institutions
Modifications to BEAD Eligible Locations prior to submission of Final Proposal
NTIA’s BEAD Final Proposal Guidance for Eligible Entities provides guidance to states on how to account for the status of every BEAD eligible location when submitting their Final Proposal. This includes locations that do not require BEAD funding using the seven non-service codes from the NTIA. Changes of a location status to a non-BEAD location must include evidence for the change.
Locations may be reflected as “no BEAD” locations for the following reasons:
• Reason code 1: location should not have broadband service
• Reason code 2: location does not need mass-market broadband service
• Reason code 3: location has been removed from the latest version of the FCC Fabric
• Reason code 4: location is already served by an enforceable commitment
• Reason code 5: location is already served by nonsubsidized service (privately funded)
• Reason code 6: other reasons
• Reason code 7: the Eligible Entity is financially incapable of serving a location
North Carolina has already implemented changes to the BEAD eligible locations utilizing some of the reason codes above and is continuing to identify those locations that may still need to be modified from BEAD-eligible to non-BEAD eligible. We are accepting information from external stakeholders, for consideration pertaining to reason codes 1, 2, 4, and 5.
Participating in Data Modification
In limited cases, stakeholders may submit information and required evidence to NCDIT to support the change of an eligible location to a non-BEAD or “no BEAD” location. For reason code 5, these locations must pertain to the submitting entity's own service area and must be recorded as served in the currently published National Broadband Map. Multiple evidence types for this category are encouraged for consideration.
Broadband providers that want to submit modifications to BEAD-eligible locations for consideration must use the following template, provide the necessary evidence required by the NTIA and upload data to the BIO Data Exchange. All data from broadband providers or other stakeholders must be submitted by July 30 at 11:59 p.m. to be considered for removal from BEAD eligible locations in North Carolina’s final proposal.

Submission of Data through the BIO Data Exchange
Broadband providers or stakeholders submitting data must submit through NCDIT’s BIO Data Exchange cloud storage folders for the secure upload of files to private folders that are only accessible to the broadband provider or stakeholder to which they are assigned.
These folders should be used by broadband providers for the following data exchange purposes:
• Upload of data template
• Upload of all supporting evidence documentation.
Upon the identification of the correct data contact person(s) at each participating broadband provider or stakeholder, secure login credentials and instructions will be individually provided. These credentials can then be used to upload the necessary files from an internet browser. Files should be uploaded using the NCDIT Broadband Data Exchange Web Application at assets.gis.nc.gov/apps/ncbio-data-exchange/index.html. Designated data contacts (including name, email and phone number) should be emailed to BEAD@nc.gov.
Important Note: It can take several days to receive credentials. Participants must request credentials several days in advance of the deadline to participate in this process.
