Funded by the U.S. Centers for Medicare & Medicaid Services, the North Carolina Department of Health and Human Services (NCDHHS) and NCDIT's Office of Digital Opportunity are partnering on the NC Rural Health Transformation Program. Through a digital health and technology initiative, three programs will improve the digital infrastructure of rural health care through new solutions and tools.

Starting July 1, 2026, North Carolinians can access digital health literacy training thanks to a partnership between the NC Department of Health and Human Services (NCDHHS), NCDIT, and the United Way NC 211 Digital Navigation Program. The goal is to afford rural residents more ways to fully engage with digital health, through the NC Rural Health Transformation Program. Digital health navigators are available for support from 9 a.m. to 6 p.m., Monday through Friday. They can provide guidance and support to residents on topics such as foundational digital skills, telehealth basics, patient portals, and online questionnaires. NC 211 will also provide local in-person digital health resources, and residents will soon have access to in-person digital health literacy training.

RHIF is a statewide investment fund that will distribute $20 million annually for up to five years to help rural providers assess digital needs and modernize infrastructure. This fund will provide an opportunity to test and scale new digital solutions and emerging technologies to enhance care, streamline workflows, and increase patient engagement.
