Digital Equity Planning and Resources

The Office of Digital Equity and Literacy is working to ensure that all North Carolinians can afford a high-speed internet subscription and have the devices and skills necessary to participate in the digital economy. We are creating a comprehensive State Digital Equity Plan with significant feedback from individuals, organizations, and communities across the state that have been excluded from digital opportunity. The five-year plan will identify digital equity needs and recommend solutions. 

Take the Digital Equity Survey

We are encouraging all North Carolinians to take the state’s first Digital Equity survey to let us know about their individual needs for accessibility and affordability of digital devices and the internet as well as digital skills needed to safely access online resources. This data will help the state create a Digital Equity Plan that best meets the needs of all North Carolinians. Participants may request paper surveys with self-addressed, stamped envelopes via email to peer-team-fi@ncsu.edu or may email scanned copies to the same email address.

Do you offer services to help people get online? Take the Asset Inventory Survey

We want to learn about organizations, businesses, and programs that support internet affordability, access to computers and digital devices, digitals skills and literacy, tech support, and free Wi-Fi, so we can publicly publish these assets and identify gaps that need to be addressed in the state's comprehensive digital equity plan.

County and Regional Digital Inclusion Profiles

To help local organizations and governments understand the digital landscape of their community, we are providing the following regional and county digital inclusion profiles created by Roberto Gallardo, Ph.D., with 2017-2021 Census Five-Year American Community Survey data and Ookla speed test data as a measure of broadband availability.
