Submitting a Protest or Comment

All eligible and completed applications received for the 2019-2020 fiscal year GREAT Program are currently under review by the Broadband Infrastructure Office. Publication here does not represent an announcement of an award. In accordance with N.C Session Law 2018-5 “applications shall be made publicly available by posting on the Web site of the Department of Information Technology for a period of at least 30 days prior to award.” The applications will be posted from May 1 through May 30, 2020. Any protests or comments must be submitted during this window of time.

Submitting a Protest

A provider of broadband services may submit a protest of any application on the grounds the proposed project covers an area that is not an eligible area under this section. Protests shall be submitted in writing, accompanied by all relevant supporting documentation, and shall be considered by the Office in connection with the review of the application. For applications with filed protests, the Secretary shall issue a written decision to the protesting party at least 15 days prior to the approval of that application.  All protests should be submitted through this webpage.

Submitting a Comment

During this 30-day period, any interested party may submit comments concerning any pending application. Comments should be submitted through this webpage.
